BACKGROUND

The State requires water providers to update their Water Conservation and Water Resource Management (drought) Plans (the Plans) on a five-year interval.  The Plans for North Texas Municipal Water District (NTMWD) and its members and customers were last updated in May of 2014.  This means that they must be again updated and resubmitted to the state by  May 1, 2019.

 

NTMWD began coordinating the required updates in early 2018.  All members and customers were afforded the opportunity to participate in the process of Plan development.  In late fall of 2018, the district produced "Model" Plans for use by member cities and customers to use in developing their own City Plans.  The 2019 Plans are similar to the previous 2014 plans.

The Water Conservation Staff developed the 2019 Allen Plans to closely follow the 2019 NTMWD Model.  A copy of the Plan without the extensive Appendices is provided as an attachment to this workshop presentation.

  

City Staff sought citizen feedback on the 2019 City Plan through website posting, notes on the monthly water bill, and by holding a public workshop on March 28, 2019 where attendees were provided a presentation on the Plan.

  

At City Council workshop, Staff will present a summary of key changes from the last City Plan; and differences between the City Plan and the NTMWD model Plan.  Staff will seek City Council comments and suggestions on the City Plan during the presentation.

 

Two weeks after the City Council workshop presentation, Staff will bring the revised 2019 Plan forward for adoption as a revised City ordinance.  In that Regular Agenda presentation, staff will not again review plan changes and differences from the NTMWD Plan.  We will instead provide a plan overview in a longer educational style presentation.  In the presentation, we will focus predominately on water conservation rather than water resource management (drought) planning.  This is because we already know that with current lake levels we should not experience any drought situations in the summers of 2019 or 2020.  Therefore, using the opportunity to inform on water conservation portion of the Plan is the best use of time.  When we approach a drought situation in the future, Staff will then turn to education related to our drought responses.
