SUBJECT:

Adopt an Ordinance Amending the Code of Ordinances, Chapter 3, "Animals and Fowl" Altering Certain Definitions, Allowing for Multi-Year Registration, Mandating Impounded Animals be Micro-Chipped Prior to Release, Clarifying Rules for the Transfer of Custody to Rescue Organizations, and Various Other Clarifying Amendments.

PREVIOUS COUNCIL ACTION:

The City Council Last Updated this Ordinance In 2016 (3409-7-16) By Amending the Ordinance to Allow For Backyard Chickens. 

ACTION PROPOSED:

Adopt an Ordinance Amending the Code of Ordinances, Chapter 3, "Animals and Fowl" Altering Certain Definitions, Allowing for Multi-year Registration, Mandating Impounded Animals be Micro-Chipped Prior to Release, Clarifying Rules for the Transfer of Custody to Rescue Organizations, and Various Other Clarifying Amendments. 




BACKGROUND

The City of Allen first enacted an Animal Control Ordinance in 1954 providing for the vaccination of dogs. Over time, this Ordinance has been modified and amended numerous times.

 

The primary purpose of the proposed Ordinance amendments is to allow for multi-year pet registration and provide enhanced and modified definitions of certain terms. Additionally, the Ordinance will mandate that animals impounded at the Allen Animal Shelter be micro-chipped (if not already) prior to releasing the animal to their owner. The proposed Ordinance amendments also provide clarification for how and when rescue groups can take custody of an animal from the shelter and also clarifies the process for home quarantining of an animal. Lastly, the Ordinance amendments allow the submission of digital photographs of dangerous dogs and provides better definitions for animal care as it relates to animals left in vehicles.

STAFF RECOMMENDATION

Staff recommends that the City Council adopt an Ordinance amending the Code of Ordinances, Chapter 3, "Animals and Fowl".
