SUBJECT:

Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund an Enhanced Crime Victim Services Program.

PREVIOUS COUNCIL ACTION:

On February 27, 2018, City Council adopted a Resolution authorizing the City Manager to apply for a grant to fund an Enhanced Crime Victim Services Program. This was the first such grant request and the grant application was not awarded.

ACTION PROPOSED:

Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund an Enhanced Crime Victim Services Program.




BACKGROUND

The State of Texas, Office of the Governor, Criminal Justice Division, awards grants annually for Criminal Justice and Crime Victim Services. The City of Allen Police Department intends to submit a grant application requesting funds to enhance our Crime Victim Services program. The program, if funded, will provide our crime victim advocate additional resources and counseling services to better serve victims of crime in, and around, Allen. These services could include emergency housing and individual/group counseling sessions. The police department may partner with groups such as Allen Community Outreach, Hopes Door and the Family Place to better serve crime victims.

 

This is the police department's second application for funding of this type.

 

A City Resolution is required with the submission of the proposed grant. If awarded, this grant would be effective October 1, 2019. A new grant application is required for all subsequent years.


BUDGETARY IMPACT

The total Crime Victim Services Grant is $50,624 with a local match required of $12,656.


STAFF RECOMMENDATION

Staff recommends the City Council authorize the City Manager to enter into an agreement with the State of Texas, Office of the Governor, Criminal Justice Division to apply for, accept, reject, alter, or terminate a grant to fund an enhanced Crime Victim Services Program, if awarded.


MOTION

I make a motion to adopt Resolution No. __________ authorizing the City Manager to apply for, accept, reject, alter, or terminate an enhanced Crime Victim Service Program grant from the State of Texas, Office of the Governor, Criminal Justice Division.
