| | | | | | | | | PREVIOUS COUNCIL ACTION: | On June 24, 2014, City Council adopted a Resolution approving the master plan for Watters Branch Community Park.
On January 27, 2015, City Council authorized the City Manager to execute a contract with Dunaway Associates in an amount not to exceed $475,000 for the design of Watters Branch Community Park Phase 1.
On April 11, 2017, City Council authorized the City Manager to execute a contract with Schmoldt Construction, Inc. in an amount not to exceed $7,372,895.72 for the construction of Spirit Park Phase I, previously known as Watters Branch Community Park. |

| | | | | | | | BACKGROUND
During the duration of the Spirit Park Phase I construction unforeseen field conditions forced necessary changes to various aspects of the project. In particular, as the project neared conclusion it became apparent that more of the project than originally contemplated would require sod in lieu of hydro-mulch. In addition, structural steel modifications to the restroom facility roof were required. These miscellaneous field changes maintain the original design intent of the project, but required a series of change orders to the scope of the project that ultimately exceeded $50,000 as allowed for in state statutes. State law requires City Council authorization or ratification of change orders in excess of $50,000 regardless of the amount of the original contract award.
