CITY COUNCIL AGENDA COMMUNICATION
AGENDA DATE:January 22, 2019
SUBJECT:

Adopt a Resolution Authorizing the Chief of Police to Administer the Donation of Qualifying Property Held by the Police Department with a Value of Less than $500 to Other Law Enforcement Entities or Non-Profit Organizations.

STAFF RESOURCE:

Brian E. Harvey, Chief of Police

ACTION PROPOSED:

Adopt a Resolution Authorizing the Chief of Police to Administer the Donation of Qualifying Property Held by the Police Department with a Value of Less than $500 to Other Law Enforcement Entities or Non-Profit Organizations.

BACKGROUND

Periodically, the Allen Police Department possesses certain property that is no longer used by the agency. The equipment may be outdated, expired or has reached an end-of-life stage. This equipment and property often is stored at the police department or other facility until it can be destroyed or disposed of in another manner. The storage and disposal costs can sometimes exceed the value of the property or equipment.

However, other law enforcement agencies or legitimate non-profit organizations may benefit from this property and equipment. The majority of law enforcement agencies in this country are staffed by ten or fewer officers and the associated budget may not allow for even the most basic of property and equipment. Under this resolution, the Chief of Police would be authorized to donate property and equipment that is deemed out-of-service by the department and has a value of less than $500. Any property or equipment donated would be documented appropriately and subject to review.

STAFF RECOMMENDATION

Staff recommends the City Council adopt a Resolution authorizing the Chief of Police to administer the donation of qualifying property held by the Police Department with a value of less than $500.
