The existing chiller #1 serving City Hall is the original one from 2000. After 18 years, the unit is nearing the end of its life expectancy and is experiencing recurring maintenance issues. Replacement of this chiller is part of the on-going efforts of city staff to upgrade old equipment.  A new unit will be more efficient and reliable.

On December 27, 2018, a total of 5 bids were received, in which 2 bids were non-responsive.  The award is based on the lowest responsible and best-qualified bidder whose evaluation by the City of Allen indicates to be in the best interest of the city and taxpayers.

The bid specifications are for a Carrier brand chiller.  The new chiller will be the same Carrier Model as chiller #2, replaced in 2018 by Infinity. Based on past performance with Infinity on the installation of Chiller #2 staff, is recommending an award to EEC Enviro.  Staff has checked references for EEC Enviro and all responses have been positive.

This project is being funded through the Facility Maintenance Fund approved for fiscal year 2019.

Staff recommends that Council award and authorize the City Manager to execute a contract with EEC Enviro Service Co. in the amount of $164,562 for the Replacement of City Hall Chiller Unit #1.
