On December 18, 2018, the Planning and Zoning Commission voted seven in favor (Commissioners Trahan, Platt, Orr, Shaikh, Autrey, Metevier, and Ogrizovich) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development No. 54 Corridor Commercial and Adopt a Concept Plan, Building Elevations, and Photometric Plan for the Property Generally Located at the Northwest Corner of the Intersection of U.S. Highway 75 and McDermott Drive. [Fueling Station and Convenience Store - QuikTrip]




BACKGROUND

The property is generally located at the northwest corner of the intersection of U.S. Highway 75 and McDermott Drive (and commonly known as 802 W. McDermott Drive). The properties to the north and west are zoned Planned Development No. 54 Corridor Commercial. The properties to the east (across U.S. Highway 75) are zoned Shopping Center. To the south, the property is zoned Planned Development No. 8 General Business.

The property is currently zoned Planned Development No. 54 Corridor Commercial. A Planned Development Amendment was adopted in June 2017 to allow the redevelopment of the site. It proposed to expand the existing building and maintain the existing fueling canopy. That proposed redeveloped never took place. In contrast, the current Planned Development Amendment that is the subject of this agenda item proposes to construct a new building and new fueling canopy, alter the existing parking and drive aisles, and alter the site lighting.

The subject property is 1.2886± acres. The Concept Plan shows a fueling station with a 4,977± square foot retail building. The fueling canopy is oblique to the intersection of McDermott Drive and U.S. Highway 75. The Concept Plan also shows locations where outdoor display would be allowed, provided an accessible route is left on the sidewalk.

There are a total of three access points into the development; one on U.S. Highway 75 and two through a Fire Lane, Access, and Utility easement.

The building elevations show the retail building with brick as a primary exterior building material and a building height of 20 feet. The fueling canopy has a mansard roof and brick wrapped columns. The proposed height of the fueling canopy is 22 feet.

The Allen Land Development Code requires exterior lighting that does not produce direct illumination across the bounding property line. Though the attached Photometric Plan does show light trespass across the bounding property line, the trespass is across adjacent commercial property lines and does not direct light into the public right-of-way.

In the Development Regulations, deviations to building setbacks, landscape buffer requirements, driveway throat depths, and outdoor display locations are discussed. 

The request has been reviewed by the Technical Review Committee. 

 

On December 18, 2018, the Planning and Zoning Commission recommended approval of the request.
