BOARD / COMMISSION ACTION:

On November 20, 2018, the Planning and Zoning Commission voted 5 in favor (Commissioners Trahan, Orr, Autrey, Metevier, and Ogrizovich) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Tract A-1 of Planned Development No. 92 Corridor Commercial and Adopt a Concept Plan, Building Elevations and an Amended Zoning Exhibit related to the Use and Development for Lot 1, Block A, Starcreek Village and Approximately 5.417± Acre Tract of Land Located in the Francis Dosser Survey.




BACKGROUND

The property is located at the southwest corner of the intersection of State Highway 121 and Watters Road. To the north (across State Highway 121) is the City of McKinney. To the east (across Watters Road) and south, the properties are zoned Planned Development PD No. 92 Corridor Commercial CC. To the west, the property is zoned Planned Development PD No. 40 Corridor Commercial CC.

 

The property is currently zoned Planned Development PD No. 92 with a base zoning of Corridor Commercial. The original Planned Development was established in 2004 with the intent to emphasize entertainment, commercial and retail uses. In 2016, two amendments to this Planned Development were approved allowing Office and Medical or Dental Office uses on a portion of Tract A.

 

The applicant is requesting to expand the permitted uses to include office, dance/martial arts studio, indoor building material sales, hardware store and bicycle shop/repair service.  This request is reflected in the proposed Development Regulations, Zoning Exhibit, Concept Plan, and Building Elevations.

 

The attached Zoning Exhibit shows the location of where specific uses are allowed on the property. The area along Watters Road, represented in yellow, is restricted to a maximum of 50% of the floor space used and developed as a Medical or Dental Office, Office, or Medical Clinic. The rest of the property, represented in green, does not restrict the amount of Medical or Dental Office, Office, or Medical Clinic. Uses already permitted by the Planned Development and the remaining uses in the proposed development regulations are allowed by right throughout the property.

 

The attached Concept Plan shows the 8.236± acre property subdivided into three lots. Lot 1 shows a single 29,449± square foot building and Lot 3 shows a single 19,300± square foot building. Lot 2 proposes four buildings, ranging in size from 6,277± square feet to 10,876± square feet.

 

There are a total of three access points into the development; two on State Highway 121 and two on Watters Road. The attached building elevations show brick/stone veneer, stucco, and cast stone as the primary exterior building materials. EIFS is included as an accent material not to exceed 10% of the building façade area. Though the buildings range in maximum height, they are generally 35 feet.

 

The attached development regulations include additional permitted uses and use restrictions along Watters Road.

 

The request has been reviewed by the Technical Review Committee. On November 20, 2018, the Planning and Zoning Commission recommended approval of the request.
