On November 20, 2018, the Planning and Zoning Commission voted 5 in favor (Commissioners Trahan, Orr, Autrey, Metevier, and Ogrizovich) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance for a Specific Use Permit No. 165 for a Minor Automotive Repair Use on Lot 5, Block A, Lyrick Addition Generally Located South of Bethany Drive and West of Greenville Avenue




BACKGROUND

The property is generally located south of Bethany Drive and west of Greenville Avenue. The properties to the north and west are zoned Planned Development PD No. 131 Shopping Center. The property to the south is zoned Light Industrial. The properties to the east (across Greenville Avenue) are zoned Planned Development PD No. 4 Shopping Center.

 

The property is currently zoned Planned Development PD No. 131 Shopping Center. The Allen Land Development Code requires a Specific Use Permit (SUP) for a Minor Automotive Repair use within the Shopping Center zoning district.

 

The attached SUP Site Plan shows a 1.08± acre tract of land with a 6,116± square foot building for a minor automotive repair use. There are eight proposed service bay doors, which will face the western side of the property (away from Greenville Avenue). Any cars left overnight shall either be placed inside the service bays or screened from public view with an eight foot tall screening wall (shown on the western side of the property) prior to closing. There shall be no outdoor display of merchandise or products.

 

The applicant is proposing outdoor storage of used inventory in an enclosed space. Section 6.06.8 (b) of the Allen Land Development Code allows outdoor storage if it is not located in a required front yard, it is screened, and it is reviewed by staff. The proposed outdoor storage will be screened by an eight foot tall masonry screening wall that is connected to the dumpster enclosure.

 

There are four access points into the site; three access points through an existing Public Access, Fire Lane, and Utility Easement and one access point on Greenville Avenue.

 

The attached SUP Landscape Plan shows the proposed landscaping, including additional landscaping along the eastern façade of the building.

 

The proposed building is one story with a maximum building height of 25 feet. The building is constructed of concrete and brick. EIFS is included as an accent material not to exceed 10% of the façade area.

 

The Specific Use Permit request has been reviewed by the Technical Review Committee and meets the standards of the Allen Land Development Code.

 

On November 20, 2018, the Planning and Zoning Commission recommended approval of the request.
