BACKGROUND

The property is generally located at the northwest corner of the intersection of Main Street and Allen Heights Drive (and commonly known as 1201 E. Main Street, Suite 220). The properties to the north are zoned Planned Development PD No. 1 Single-Family Residential R-6. The properties to the east (across Allen Heights Drive), are zoned Planned Development PD No. 1 Local Retail LR. The properties to the south (across Main Street), are zoned Planned Development PD No. 33 Shopping Center SC and Planned Development PD No. 33 Single-Family Residential R-1. The property to the west is zoned Light Commercial LC.

 

The applicant is proposing to tenant a 3,970± square foot portion of an existing building for a personal training facility for Empire Fitness. Staff categorizes this type of use as a Fitness and Health Center use.

 

The property is zoned Shopping Center SC. The Allen Land Development Code requires a Specific Use Permit (SUP) for a Fitness and Health Center use within the SC zoning district.

 

The applicant submitted a business summary in conjunction with the SUP application. The following is a general summary of the proposed business operations:

  • Business hours:
    • Sunday through Friday: 9:00 a.m. - 7:00 p.m.
    • Saturday: 10:00 a.m. - 2:00 p.m.
  • Classes: 1 on 1 with a trainer

 

There are three existing access points into the development; two on Main Street and one on Allen Heights Drive. Parking on site complies with the Allen Land Development Code standards.

 

There are no proposed changes to the exterior of the building.

 

The Specific Use Permit request has been reviewed and meets the standards of the Allen Land Development Code.


STAFF RECOMMENDATION

Staff recommends approval.

I make a motion to recommend approval of a Specific Use Permit SUP request for a Fitness and Health Center use; generally located at the northwest corner of the intersection of Main Street and Allen Heights Drive (and commonly known as 1201 E. Main Street, Suite 220) for Empire Fitness.
