BACKGROUND

The property is generally located west of Watters Road and both north and south of Ridgeview Drive. The properties to the north and west are zoned Planned Development PD No. 40 Corridor Commercial CC. The properties to the south are zoned Planned Development PD No. 72 Single-Family Residential R-4. To the east, the properties are zoned Planned Development PD No. 92 Corridor Commercial CC and Planned Development PD No. 39 Single-Family Residential R-3.

 

The property is currently zoned Planned Development PD No. 40 Corridor Commercial CC and Planned Development PD No. 40 Office O. The applicant is requesting to establish a Planned Development for single-family attached and detached product types and adopt a Concept Plan, Building Elevations, Screening Plan, and Development Regulations to establish design standards for a new residential community.

 

The proposed residential development is approximately 18.688± acres. The Concept Plan shows a total of 117 single-family attached (townhome) and detached lots:

 

  1. Single-Family Attached (Townhomes "TH"): Ninety-five rear-entry lots (81% of the total lots), with a minimum lot size of 22'X85' and a minimum dwelling unit size of 1,300 square feet. The gross density equates to 7.41 units/acre on the northern tract.
  2. Single-Family Detached ("R-6"): Twenty-two front-entry lots (19% of the total lots), with a minimum lot size of 50'X110' and a minimum dwelling unit size of 1,800 square feet. The gross density equates to 3.82 units/acre on the southern tract.

 

The lot dimensions of both product types are a deviation from the ALDC standards.

 

The plan also shows a total of approximately 2.708± acres of open space; 2.04± acres for the townhome portion and 0.668± acres for the single-family detached portion; this exceeds ALDC requirements. Amenities such as pavilions and benches will be provided within the open space areas. A 12' Hike and Bike trail is proposed along the northern side of Ridgeview Drive. This trail will ultimately connect and continue on the western side when the western property develops. A portion of the trail will be constructed from this property to the existing trail on the eastern side by the Parks and Recreation Department for continuity. A 5' sidewalk will be constructed along the southern side of Ridgeview Drive. This sidewalk will connect to the existing sidewalk on the western side. The developer will extend a portion of the sidewalk off-site from this property to connect to the existing sidewalk on the eastern side.

 

There are a total of four access points into the development. All four access points are on Ridgeview Drive - two for the townhome development on the north and two for the single-family detached development on the south. Traffic improvements on Ridgeview Drive include constructing a median opening towards the center of the two developments (between Streets A and D). Associated turn lanes will also be constructed, including an east bound left turn lane (to access the townhome development) and a west bound left turn lane (to access the single-family development). The applicant is proposing to deviate from Access Management policies as contained in the Mobility chapter of the adopted Comprehensive Plan through the absence of vehicular cross connection to the adjacent property to the west. Visitor parking is provided for the townhome lots and exceeds ALDC standards.

 

Perimeter screening along Ridgeview Drive is provided for both the townhome and single-family development portions. Screening will consist of a combination of an eight-foot masonry screening wall and an eight-foot ornamental metal fence along with eight-foot stone wall panels. A six-foot ornamental metal screening fence with evergreen shrubs will also be provided on the western side of the townhome development. The evergreen shrubs must be a minimum height of 48 inches at time of planting. An existing six-foot board-on-board screening fence exists on the southern and eastern sides of the single-family development. Screening for each lot (for both the townhome and single-family units) will consist of a six-foot board-on-board fence.

 

Signage for the property will be as shown on the Screening Plan - with a total of four signs identifying the subdivision entrances.

 

Several building elevations will be incorporated in the development. The elevations will be 100% masonry with primary building materials such as stone, brick, and stucco. The roofing will primarily be asphalt shingle roofing with some metal roofing accents on the townhome elevations. Metal garage doors are proposed for both the single-family and townhome units. Three building types (Types A, B, and C) are proposed for the townhome development, with a mix as specified in the Development Regulations.

 

The attached development regulations include building elevation standards, lot design criteria and setbacks, screening, signage, sidewalk regulations, and sidewalk and traffic improvements.

 

The request has been reviewed by the Technical Review Committee.

I make a motion to recommend approval of the request to establish a Planned Development "PD" zoning district with a base zoning of Single-Family Residential "R-6" and Townhome Residential "TH" and adopt a Concept Plan, Building Elevations, Screening Plan, and Development Regulations relating to the use and development of 18.688± acres; generally located west of Watters Road and both north and south of Ridgeview Drive, for Lexington Estates.
