Adopt an Ordinance Amending the Code of Ordinances, Chapter 9, 'Motor Vehicles and Traffic,' Amending the Maximum Prima Facie Speed Limit on Segments of Exchange Parkway, Malone Road, and Ridgeview Drive.

ACTION PROPOSED:

Adopt an Ordinance amending the Code of Ordinances, Chapter 9, 'Motor Vehicles and Traffic,' amending the maximum prima facie speed limit on segments of Exchange Parkway, Malone Road, and Ridgeview Drive.




BACKGROUND

Engineering and traffic studies were completed by Engineering Department for the following segments of roadways. The 85th percentile speed, sight distance, roadway geometry, crash history, side friction are part of the considerations. The following recommended speed limits are based on those investigations by the City's Traffic Engineer.

 

Exchange Parkway

 

After review, there are two modifications of the speed limit is recommended on Exchange Parkway:

 

  • From 400 feet east of Watters Road to Greenville Avenue - 45 mph (currently 40 mph)
  • From 400 feet west of Angel Parkway to Angel Parkway - 40 mph (currently 35 mph)

 

Currently, the speed between Greenville Avenue and 400 feet west of Angel is 40 mph and reduces to 35 mph just 400 feet west of the signalized intersection of Angel. It is not recommended that speed limits change in close proximity to a signalized intersection as it might interrupt the traffic flow. This amendment will extend the 40 mph speed limit to Angel Parkway.

 

Malone Road

 

  • Between Bethany Drive and Chaparral Drive - 35 mph (currently 30 mph)

 

Ridgeview Drive

 

  • Between Chelsea Boulevard and approximately 2,650' east of Alma Drive - 45 mph

 

Ridgeview Drive (Watters - Chelsea) was recently constructed as four lane divided roadway creating a continuous roadway between Custer and Chelsea. The current speed limit between Watters and approximately 2650' east of Alma is 45 mph and this amendment will extend the 45 mph to Chelsea. Traffic volume is anticipated to increase with ongoing development in the area and 45 mph is a prudent and reasonable speed limit for this major arterial. This will also be consistent with the other sections of Ridgeview.


BUDGETARY IMPACT

The funds for the new signage are included in the traffic engineering operating budget. 


STAFF RECOMMENDATION

Staff recommends the City Council adopt an Ordinance amending the Code of Ordinances, Chapter 9, 'Motor Vehicles and Traffic,' amending the maximum prima facie speed limit on segments of Exchange Parkway, Malone Road, and Ridgeview Drive.
