ACTION PROPOSED:

Authorize the City Manager to Execute a Professional Service Contract with Binkley & Barfield, Inc., in the Amount of $582,994, and Authorizing the City Manager to Execute Change Orders up to 25% of the Contract Amount, for the Design of the Windridge No. 1 and No. 2 Water and Sanitary Sewer Rehabilitation Project




BACKGROUND

Repair and replacement of existing water and sanitary sewer lines are ongoing efforts of systematic maintenance and operation of utility infrastructure. The Windridge neighborhood is aging, and the existing water and sanitary sewer pipes are of substandard type and condition (i.e. clay tile, asbestos cement, cracked or broken). As a result, these pipes are in need of replacement.

 

This project involves the replacement of approximately 11,975 linear feet of 6", 8" & 10" sanitary sewer main and 11,600 linear feet of 6" & 8" water main within Windridge Estates Number 1.  Water and sanitary sewer line replacements will be along Hawthorne Drive, Hightrail Drive, Northridge Drive, Cumberland Drive, Oldbridge Drive and Jupiter Road. Additionally, the replacement 3,765 linear feet of 6" & 8" sanitary sewer main and 12,095 linear feet of 6" & 8" water main within Windridge Estates Number 2, along Hawthorne Drive, Windsor Drive, Fairhaven Drive, Hanover Drive, Ridgemont Drive, Cambridge Drive, Bell Drive, Harrison Drive and Windsor Place.

 

It is important to note the agenda item includes new language as it relates to authorizations for change orders, which was recommended by the finance department.  This updated language, added to the caption on certain agenda items, clarifies that approval of change orders up to 25% is delegated to the City Manager at the time of contract award to ensure there are no delays or additional expenses related to the approval process of such change orders. The updated language ensures the City is meeting all applicable legal standards as it relates to change orders as defined by law, which allows for up to 25% of the total. 


BUDGETARY IMPACT

The initial engineering design contract amount of $582,994 will be funded through the budgeted transfer from the Water and Sewer Fund, approved within the FY2019 Annual Budget.

 


STAFF RECOMMENDATION

Staff recommends that Council authorize the City Manager to execute a Professional Service Contract with Binkley & Barfield, Inc., in the Amount of $582,994, and authorizing the City Manager to execute change orders up to 25% of the contract amount, for the design of the Windridge Water and Sanitary Sewer Rehabilitation Project.
