The HVAC system at the Joe Farmer Recreation Center utilizes a water chilling system that relies on tubing throughout the adjacent pond, called a "Hydro loop."  This system has experienced failures requiring maintenance with increased frequency. The system is currently 18 years old and these units have a 15-year lifespan. The scope of the project will replace the 15 interior units with new, more-efficient furnaces and air-handlers. The source pumps will be updated to increase efficiency as well. The wooden supports will be replaced with metal and additional fire sensors will be added to the system, tied to the alarm panel. The system will be improved to current code, increasing the safety of the system. The structural integrity of the Hydro loop tubing in the pond will be examined to better understand its integrity and continued function. Given the portions of the tubing are floating on the surface of the pond, it is expected that the system will need to at least be re-anchored deeper into the water to increase the loop's efficiency. Other repairs will be executed during this project, as the investigation reveals.

The replacement was originally budgeted in fiscal year 2018 but was delayed in favor of other projects with higher priority. Additionally, the delay in delivery of this project to the winter months allows a cost saving during installation.

The project will be funded with appropriations from the Facilities Maintenance Fund, approved in the Fiscal Year 2019 Budget.

Staff recommends the City Council award bid and authorize the City Manager to execute a contract with Aire Dynamics in the amount of $205,395 for HVAC Replacement at Joe Farmer Recreation Center.
