| | | | | | | | BACKGROUND
The systematic repair and replacement of aging, cracked,
and failing pavement is part of the City's ongoing maintenance program. By removing and replacing panels of concrete,
the life span of the roadway is extended.
Included in this city-wide project is approximately 1,815 square yards
of alley pavement reconstruction, 8,322 square yards of roadway pavement
repair, and associated curb and gutter repair and incidental items associated
with the project.
Additionally, this contract includes new pavement for left
turn lanes along southbound Angel Parkway at Harvest Glen Drive and Country
Bend. This will allow for safer left
turn maneuvers from Angel Parkway into the neighborhoods.

This project was competitively bid and publicly advertised,
with terms for selection based on "best value." Upon review of each bid, the following criteria were considered: the price proposal, the reputation of the bidder and the bidder's services determined through reference checks, the bidder's past business relationship with the City, and the time of completion bid on the project. It is recommended to award the contract to RBR Infrastructure & Road,
LLC. Ratliff Hardscape omitted time of completion from their bid and therefor were considered non-responsive (N/R). VA Construction does not have a
favorable work history with the City of Allen, based on past experience. In the final analysis, the bid submitted by
RBR Infrastructure & Road was found to represent best value.
