BACKGROUND

The property is generally located at the northeast corner of the intersection of Exchange Parkway and Bossy Boots Drive. The properties to the north (across Webster Drive), west (across Bossy Boots Drive), and east are zoned Planned Development PD No. 108 Mixed-Use MIX. To the south (across Exchange Parkway), the properties are zoned Planned Development PD No. 54 Corridor Commercial CC.

 

The property is currently zoned Planned Development PD No. 108 Mixed-Use MIX. The original PD No. 108 was adopted in October 2011 and included several districts. The subject property falls within District H, which was intended to provide a transition within PD No. 108 and to create pedestrian connections to the adjacent residential uses. A Concept Plan, Concept Plan Details, and an Overall Landscape Plan for District H were subsequently adopted in July 2012. In this portion of the District, the Concept Plan showed restaurant uses with a single row of teaser parking along Exchange Parkway.

 

The applicant is requesting to amend the development regulations of District H of PD No. 108 and adopt a Concept Plan and Building Elevations for retail, restaurant, and medical office uses.

 

The subject property is 2.393± acres. The Concept Plan shows two commercial buildings that will primarily include retail, restaurant, and medical or dental office uses. The applicant is requesting to add two permitted uses (in addition to the permitted uses within District H) - "medical or dental office" and "personal service business".

 

There are a total of four access points into the development; two on Webster Drive, one on Exchange Parkway, and one through an internal access easement. The driveway throat depths have been reviewed by the Engineering Department and will be as proposed on the Concept Plan. Additional street improvements include a right-hand turn lane and any equipment reconfiguration as a result of the trail connections at the northeast corner of Exchange Parkway and Bossy Boots Drive.

 

The applicant is proposing landscape improvements to exceed Allen Land Development Code requirements. The improvements include enhanced landscaping within the landscape buffers (which is achieved by limiting the amount of turf grass and non-vegetative material allowed within the buffer), an additional 300 square feet of landscaping at each of Drives A, B, and C, and the installation of pavestone crosswalks and pavestone paths, sidewalks, and ramps as shown in the Concept Plan.

 

The attached building elevations show brick, concrete, and stucco as the primary exterior building materials. Both buildings have a maximum height of approximately 31 feet.

 

The attached development regulations include setbacks, permitted uses, landscaping, driveway throat depths, street improvements, and other regulations.

 

The request has been reviewed by the Technical Review Committee.

Staff recommends approval.
