Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement Between the Allen Independent School District and the City of Allen for the Maintenance of the Bolin Elementary School Sewer Lift Station.

ACTION PROPOSED:Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement Between the Allen Independent School District and the City of Allen for the Maintenance of the Bolin Elementary School Sewer Lift Station.



BACKGROUND

The City of Allen has provided water and sewer to the Allen Independent School District's (AISD) Bolin Elementary School on Cheyenne Drive since it opened in 2000.  Additionally, since opening the City has maintained its small sewer lift station.  City staff's efforts include doing the same daily inspections and periodic maintenance on the lift station as we do on our own six City lift stations.  However, the AISD has always reimbursed the City any capital costs associated with repairs and/or lift station upgrades.  This was an informal agreement intended to ensure the Allen students attending Bolin Elementary had safe and reliable wastewater services.  This is the only AISD facility with a lift station. The attached ILA formalizes the existing informal agreement and maintains the existing terms and conditions that have been followed for the last 18 years. 

 

Under the agreement, the City will:

 

  • Monitor the lift station on the City's Supervisory Control and Data Acquisition System (SCADA) at the same time it monitors the performance of its own water and sewer infrastructure.
  • Perform daily inspections and monthly preventative maintenance like we do on our own lift stations.
  • Include the lift station in all SCADA upgrades to ensure it's technology matches that of the rest of the City's system.
  • Help clean up any Sanitary Sewer Overflows that may arise.  No overflows have occurred at the lift station in the past 18 years.
  • Assess the lift station's need for rehabilitation or refurbishment and coordinate those projects and costs with the AISD Facilities and Maintenance Department.
  • Receive reimbursement from AISD for all costs of SCADA upgrade or equipment upgrades, repair, or replacement.

 

There have been no coordination or payment issues with the AISD while operating informally in the past to maintain the Bolin Elementary School Lift Station.

 

The AISD Board of Trustees approved the ILA at their May 23rd school board meeting.


BUDGETARY IMPACT

This is a very small lift station that has already been incorporated into the City's normal daily and monthly lift station maintenance activities.  All extraordinary costs will continue to be reimbursed by AISD.


STAFF RECOMMENDATION

Staff recommends authorizing the City Manager to execute an Interlocal Agreement between the Allen Independent School District and the City of Allen for the maintenance of the Bolin Elementary School sewer lift station.

I make a motion to authorize the City Manager to execute an Interlocal Agreement between the Allen Independent School District and the City of Allen for the maintenance of the Bolin Elementary School sewer lift station.
