| | | | | | | | | PREVIOUS COUNCIL ACTION: | On April 28, 2015, Council adopted a Resolution authorizing the City Manager to enter into an Interlocal Agreement between the City of Allen and Collin County for Alma Drive.
On July 14, 2015, Council authorized the City Manager to execute a professional service contract with BW2 Engineers, Inc. in the amount of $344,490 for design of the Alma Drive project and to establish an initial project budget in the amount of $430,000.
On April 12, 2016, Council authorized the City Manager to execute a contract with Jim Bowman Construction Company, L.P. in the amount of $443,786 for improvements to the Alma Drive and Exchange Parkway intersection. |

| | | | | | | | BACKGROUND
Project Description:
The primary focus of this project is to enhance the intersection at Alma Drive and McDermott Drive. This is the second phase of the improvements along the Alma Drive corridor, following improvements to the Alma/Exchange intersection constructed in 2016. In addition to improving the Alma/McDermott intersection, this phase will complete the improvements of Alma Drive from the intersection improvements south to Hedgecoxe Drive to a six-lane divided roadway in areas where a current 5-lane or 4-lane section exists. As a result of the intersection improvements and new travel lanes, other various improvements and/or modifications will be necessary including, landscaping improvements, signal enhancements, turn lane additions, street lighting replacement, and other minor adjustments. The project will also be transplanting mature trees that are in conflict with the proposed pavement to a new location within the new landscaped median.
Project Timeline:
Alma Drive has been on the Collin County and City Master thorough fare plan since 1977 as a regional road to improve mobility throughout the county. The roadway has been slated to be a M6D road, which designates a 6-lane divided minor arterial roadway. With the Alma Drive corridor being on the County Master Thoroughfare plan, staff submitted the Alma Drive improvement project for funding to Collin County. Collin County identified the project as eligible for discretionary funds, originating from Collin County 2007 Bond Authorization. The City of Allen and Collin County executed an Interlocal Agreement in June 2015.
Once awarded, construction would begin in August 2018 and is anticipated to be complete in June of 2019.
Construction Contract: On April 11, 2018, a total of 13 bids were received for this roadway improvement and landscape project. The three lowest bids are below:

| | | | | | | | BUDGETARY IMPACT
This contract will be funded with general obligation bond funds already allocated to the project within the capital improvement program, supplemented with Collin County Bond funds to be requested after the award is approved. The existing agreement with Collin County requires that Collin County disperse funds after contract award for construction.
