Award Bid and Authorize the City Manager to Execute a One-Year Contract, with Four Automatic One-Year Renewals, with Signature Towing, Inc. as the Primary Vendor and Jordan Towing, Inc. as the Secondary Vendor for Wrecker and Impound Services for Consent and Non-Consent Towing Services for the Allen Police Department.

ACTION PROPOSED:

Award Bid and Authorize the City Manager to Execute a One-Year Contract, with Four Automatic One-Year Renewals, with Signature Towing, Inc. as the Primary Vendor and Jordan Towing, Inc. as the Secondary Vendor for Wrecker and Impound Services for Consent and Non-Consent Towing Services for the Allen Police Department.




BACKGROUND

The City of Allen Police Department contracts for vehicle towing services to ensure the removal of wrecked vehicles from accident scenes as quickly as possible to restore the safe flow of traffic.  Towing services are also required for the impoundment of an arrested person's vehicle, the recovery of stolen vehicles, seizing vehicles for criminal investigations, towing abandoned vehicles, and towing city owned vehicles which have become disabled.  This contract also requires the awarded vendor to handle vehicle disposal, legal notifications, and the eventual auctioning of unclaimed vehicles, as mandated by state law.  The City engages in a contract for these services to guarantee the service is completed timely and within the requirements of the Police Department.

 

The Purchasing Department recently solicited proposals for Wrecker and Impound Services for the City of Allen Police.  Four hundred and twenty vendors were notified of the request for proposal, and the City of Allen received three proposals.  The proposals were submitted and evaluated based on the following criteria:

 

  • Company Background and History
    • Years in business
    • Number of employees
    • Business hours
    • Available staff

 

  • References

 

  • Capacity to Best Meet the Needs of the City of Allen
    • Number and Description of Trucks
    • Number of Facilities or Lots
      • Facility / Lot location, Security, Square Footage
      • Parking Lot Surface and Lighting

 

Staff carefully evaluated all proposals and is recommending award to Signature Towing as the primary vendor and Jordan Towing, Inc. as the secondary vendor, in the event that Signature Towing Inc. is unable to fulfil their contractual obligation.

 

Based on the evaluation criteria, Signature Towing Inc. received the highest score.  Signature Towing has held the contract for the City of Allen since 2004.  They are located eight miles from the Allen Police Department.  Signature has been in business for seventeen years, maintains good customer service, good response times and is staffed and equipped to handle all of the emergency cleanup that has been asked of them.  Their office is open 24/7 and has a climate-controlled waiting area.    Signature has a large dispatch area, a bunk room, showers and a lounge area for employees.  The break area is convertible for a training room for on-site training.  Signature is able to provide health insurance, vacation time and 401K contributions.  The lot was secure with limited access to the impound yard and has adequate lighting.  Past experiences with Signature Towing have always been positive in nature. 

 

Jordan Towing, Inc. came in with the second highest score.  They are located eleven miles from the Allen Police Department.  They have been in business for twenty two years.  They currently provide towing services to the City of Plano, NTTA and Texas DPS.  Jordan Towing Inc. is capable of handling any crash or incident required from the City of Allen.  They have adequate equipment and multiple extra equipment to clean the crash scene.  Jordan has a small climate controlled waiting area for customers 24/7. 


BUDGETARY IMPACT

The contract consists of providing wrecker and impound services for the removal of motor vehicles or other vehicles at the direction of the Chief of Police or designee, within the incorporated limits of the City of Allen. The payment of charges for towing, storage or other related services shall be borne exclusively by the vehicle owners if the vehicles are removed or impounded. The fees are set by Resolution, approved at the May 22, 2018 City Council Meeting.


STAFF RECOMMENDATION

Staff recommends the City Council award bid and authorize the City Manager to execute a One-Year Contract, with Four Automatic One-Year Renewals, with Signature Towing, Inc. as the Primary Vendor and Jordan Towing Inc. as the Secondary Vendor for Wrecker and Impound Services for Consent and Non-Consent Towing Services for the Allen Police Department.


MOTION

I make a motion to  award  bid and authorize the City Manager to execute  a One-Year Contract, with Four Automatic One-Year Renewals, with Signature Towing, Inc. as the Primary Vendor and Jordan Towing Inc. as the Secondary Vendor for Wrecker and Impound Services for Consent and Non-Consent Towing Services for the Allen Police Department.
