Adopt a Resolution Establishing New Rates and Fees for Wrecker and Impound Services for Consent and Non-Consent Tows for the Allen Police Department.

PREVIOUS COUNCIL ACTION:

On May 10, 2011, the City Council adopted Resolution No. 3008-05-11(R) setting the current fees for Towing and Impound Services.

ACTION PROPOSED:

Adopt a Resolution Establishing New Rates and Fees for Wrecker and Impound Services for Consent and Non-Consent Tows for the Allen Police Department.




BACKGROUND

The Allen Police Department contracts for Wrecker and Impound Services for Consent and Non-Consent Tows for the Allen Police Department. This contract type is unique in that the City of Allen does not expend the funds related to these services.  Rather, the payment of charges for towing, storage or other related services are borne exclusively by the vehicle owners if the vehicles are removed or impounded.

 

The fees allowed to be charged by these contractors are set by City Resolution, which ensures the vendor follows the established fees as set by the City of Allen.  The fee schedule has not been updated or increased since May 2011.

 

The City of Allen recently solicited bids for Wrecker and Impound Services. That bid award will be brought to City Council for consideration at a future City Council meeting. The bid specifications clearly stated that the City Council may review and update the fees every other year to ensure they are consistent with market rates.  Therefore, during the bid process, the anticipated newly proposed fee schedule was shared with the vendors.

BUDGETARY IMPACT

There is no budget impact to the City, since these fees are established to regulate the fees charged by the contracted provider to the vehicle owner.


STAFF RECOMMENDATION

Staff recommends the City Council adopt a Resolution that will set new towing and impound fees.
