| | | | | | | | BACKGROUND
The American Association of Retired Persons (AARP)
recently announced their Community Challenge grant opportunity, aiming to achieve the
following outcomes:
- Deliver
a range of transportation and mobility options in the community through
permanent or temporary solutions that increase connectivity, walkability,
bikeability and/or and access to public and private transit.
- Create
vibrant public places in the community through permanent or temporary
solutions that improve open spaces, parks and access to other amenities.
- Support
the availability of a range of housing in the community through permanent
or temporary solutions that increase accessible and affordable housing
options.
- Other
community improvements.
Community
Challenge grants can be used to support many types of projects in the
community. The proposed project types described below will be prioritized
over those that support ongoing programming or events:

Permanent physical improvement
in the community
- Temporary demonstrations that
lead to long-term change
- New, innovative programming or
services
The Community Development and Parks & Recreation Departments
have partnered for application to this program. If a grant is awarded, funds will be
used to purchase:
- Improvements to homeowner
occupied low-moderate income residential properties which are not eligible for
Community Development Block Grant funds; and,

Adult tricycles for check-out from the Allen
Senior Recreation Center to provide recreational opportunities for seniors to
be physically active and enjoy the Cottonwood Creek Hike & Bike Trail and
various surrounding amenities.

| | | | | | | | BUDGETARY IMPACT
The AARP
Community Challenge 2018 grant program requires no local matching funds. However, $4,000 currently budgeted in the General
Fund will be used to purchase a storage shed to house the adult tricycles at
the Allen Senior Recreation Center, if awarded.

| | | | | | | | STAFF RECOMMENDATION
Staff recommends adoption of a
Resolution authorizing the Directors of Community Development and Parks and
Recreation to apply for, accept, reject, alter, or terminate a grant through AARP
Community Challenge 2018 grant program for low-moderate income homeowners' and
senior residents' quality of life improvements.

I make a Motion to adopt Resolution No. _______________(R) authorizing the Directors of Community Development and Parks and Recreation to apply for, accept, reject, alter, or terminate a grant through AARP's Community Challenge grant program for quality of life improvements for low-moderate income homeowners and senior residents.
