Third party labor adds support in golf course maintenance and golf operations and allows staff the flexibility in scheduling workers as needed.  The ability to contract with a third-party staffing company also allows The Courses at Watters Creek to add staff on short notice to assist with beverage cart service and course clean-up after flooding. Therefore, it is our recommendation to award this contract to the vendor scoring the highest points per the Request for Proposal, FW Services, Inc. as the Primary vendor.

The City's current contract with FW Services began in 2015 and they have provided quality staffing services to The Courses of Watters Creek.  Although Qultek's average annual pricing is about $4,000 lower than that of FW Services', we believe it is in the best interest of the City to continue with FW Services, Inc. as they have exceeded our expectations over the past few years and continue to provide excellent staffing support when needed.

An important factor in this recommendation is based on the ability to provide staffing resources on short notice.  FW Services are able to provide substitutes within one to four hours of the request. Qultek indicated it could take up to seven (7) days to provide a replacement.  This is an important factor when weather conditions impact course playability and the need to re-open the facility in a timely manner.  Consistency of services is operationally important. In other words, we have a positive history with FW Services, Inc. that may be challenge to replicate. For these reasons, staff recommends awarding the bid to our incumbent vendor, FW Services.

The Purchasing Division solicited Four Hundred Seventeen (417) vendors and received four (4) responses.

The funding for these services is included in the Golf Course Operational Budget.  The annual amount for the first year is $119,392, with each additional year adjusting slightly as displayed in the attached bid tab.

Staff recommends the City Council authorize the City Manager to execute a contract with FW Services Inc., dba Pacesetter Personnel Services, for Staffing Services at The Courses at Watters Creek.  Staff also recommends the City Council award Qultek Consultants as an alternate contract.

I make a motion to Award Bid and Authorize the City Manager to Execute a Contract with FW Services Inc., dba Pacesetter Personnel Services, for Staffing Services at The Courses at Watters Creek with Options of Four, One-Year Renewals for an Estimated Annual Amount of $119,392, and Award an Alternative Annual Contract with Qultek Consultants, Inc., to be Utilized in the Event the Primary Contractor is Unable to Fulfill their Contractual Obligations.
