Award Bid and Authorize the City Manager to Execute a Contract with RBR Infrastructure & Road, LLC, for Construction of the Bethany Intersections Improvement Project in the Amount of $1,298,633.

PREVIOUS COUNCIL ACTION:

On April 25, 2017, City Council authorized the City Manager to execute a Facilities Agreement with Watters Creek Owner, LLC (WCO) related to Bethany Intersections Improvements

 

On April 25, 2017, City Council authorized the City Manager to execute a Professional Service Contract with Kimley-Horn in the amount of $157,980 for the Design of the Bethany Intersections Improvement Project

ACTION PROPOSED:

Award Bid and Authorize the City Manager to execute a contract with RBR Infrastructure & Road, LLC, for construction of the Bethany Intersections Improvement Project in the amount of $1,298,633.




BACKGROUND

Project Justification:  The Bethany Drive corridor, west of US 75, is experiencing exciting development and expanded use including the construction of the Hotel Convention Center and a Multi-story Office Building.  When these projects are completed, traffic patterns will change in addition to a high increase in pedestrian traffic. The need exists to prepare for these changes with essential improvements. These improvements are intended to be constructed in advance of the new developments becoming occupied. 

 

Project Details:  Functional improvements will include additional traffic lanes on Watters Road and Watters Creek Boulevard, sidewalk extensions from north side of Bethany Drive into the Watters Creek Shopping Center, traffic signal improvements, pavement markings and signage changes.  Improving the efficiency and operation of these intersections is intended to help offset the impacts that will occur with increased pedestrian activity crossing Bethany Drive.

 

These improvements do not include any decorative streetscape enhancement along Bethany Drive.  The city staff is working with Allen Economic Development to identify options to potentially improve and standardize the streetscape along both sides of Bethany Drive (landscape, irrigation, monumentation, and hardscape); however, that effort will need to occur after these functional improvements.

 

Construction is expected to commence in May 2018 with substantial completion occurring before the completion of the Hotel Convention Center and prior to peak winter shopping season (mid-November).

 

Construction Contract: On January 24, 2018, a total of two (2) bids were received for this project.  Considering the complexity of this project, staff has taken more time in reviewing the scope of work and working with the adjacent property owner.  As a result, RBR extended their bid pricing beyond the standard 90 days:

Staff recommends the City Council award bid and authorize the City Manager to execute a contract with RBR Infrastructure & Road, LLC, for construction of the Bethany Intersections Improvement Project in the amount of $1,298,633.
