The State of Texas, Office of the Governor, Criminal Justice Division, awards grants annually for Criminal Justice purposes. The City of Allen Police Department plans to submit a grant application requesting funds for a  third Criminalist position to be assigned to the Allen Police Department. There are currently only two Criminalist (Crime Scene Investigator) positions within the agency. As population and crime has increased, the need to add a third Criminalist has become necessary. Criminalists must be available to respond to major crime scenes around the clock.

This is the initial application for funding a one-year grant. If awarded, the grant will provide funding for up to $80,000 for one year.     

A City Resolution is required with the submission of the proposed grant. If awarded, this grant would be effective September 1, 2018. A new grant application is required for all subsequent years.

The city is responsible for all costs that are in excess of $80,000 per year. This could include a portion of fringe benefits, overtime, and other associated costs.

Staff recommends the City Council authorize the City Manager to enter into an agreement with the State of Texas, Office of the Governor, Criminal Justice Division to apply for, accept, reject, alter, or terminate a grant to fund a third Criminalist, if awarded.
