The Purchasing department issued a Request for Quote to obtain a lease agreement for three Harley-Davidson Motorcycles for Police Patrol use. On September 19, 2017, the City received one offer. A total of sixty-five suppliers were invited to participate through the electronic bidding system. A single response was received from Coyote Motorsports Allen LTD d/b/a Harley-Davidson of Dallas located in Allen, Texas.

The Vehicle and Equipment Replacement Fund Committee has recommended the lease/ purchase of three (3) motorcycles to replace existing Harley motorcycles that have reached the end of their service life.  This lease/purchase has been approved in the 2017-18 budget and funded through the Debt Service Fund. 

The Payment Terms of the proposed funding through Government Capital Corporation will be $1,827.21 monthly for 36 months at a fixed interest rate of 3.65%.  The final payment on the 37th month will be $15,000.

The annual impact for year one and two will be $21,926.52. The annual impact for year three will be $36,926.52, for a total three year expenditure of $80,779.56.

Staff recommends the City Council adopt a Resolution authorizing the City Manager to execute a Lease/Purchase of three 2018 Harley Davidson motorcycles for the Police Department through Government Capital in the amount of $80,780.
