| | | | | | | | BACKGROUND
The
concession buildings and the restrooms at Celebration Park, as well as the
clubhouse and maintenance building at the Courses at Watters Creek have recently required
numerous repairs due to leaks. The roofs at these facilities have exceeded
their lifespan and need replacement.
After much research it was determined that a thick silicone
coating carrying a 20-year warranty which is commonly used to replace existing
commercial rooftops is the most efficient and effective means of repair. This coating will be warrantied by the manufacturer and
covers both material and labor if repairs are needed due to product wear and/or
installation defects. This is a common commercial roof replacement method and has proven
to be one of the highest quality and cost effective in the industry.
On November
30, 2017, the Purchasing Division solicited one hundred and two (102) vendors
and received three (3) responsive replies. Staff issued Request for Proposals to
determine the most responsive bidder not solely based on price but also
considering the vendors' experience and qualifications per specific criteria
included in the RFP document. Based on
the total points evaluated per the criteria, D&G Quality Roofing, Inc. is
the highest scoring qualified, responsive vendor to perform these services.

Funding for this project is included in the Fiscal Year 2017-2018 Parks Facility Maintenance and Golf Facility
Maintenance funds.

Staff recommends authorizing the City Manager to execute a contract with D&G Quality Roofing, Inc. for roof coating projects at Celebration Park and The Courses at Watters Creek in the amount of $116,032.
