ACTION PROPOSED:

Award Bid and Authorize the City Manager to Execute an Annual Unit Price Contract with Road Master Striping, LLC for Pavement Markings in the Estimated Annual Amount of $225,000.




BACKGROUND

Striped pavement markings, including thermoplastic (looks like paint), and raised pavement markings (such as reflectorized buttons) require periodic maintenance and replacement. Life expectancy varies from 1 year (high traffic areas) to ten years. The markings include, but are not limited to, centerlines, school zone and crosswalks, turn arrows, stop bars, and other roadway markings. This is a service we have historically contracted out for a variety of reasons, including avoiding ownership of specialized equipment and hiring a contractor that can complete the project quickly with minimum traffic disruption.

 

The Purchasing Division solicited bids from five-hundred and eighty (580) suppliers.  On December 14, 2017, a total of 3 bids were received. The hypothetical quantities in the bid document were developed for the purpose of choosing a bidder, comprised of a variety of line-items (to replicate the variety of work expected throughout an entire fiscal year) as summarized below. These unit prices will be the basis of payment for completed work if and when requested by the City.

This project was competitively bid and publicly advertised, with terms for selection based on 'best value.'  Upon consideration of past work experience, it is recommended to award to Road Master Striping, LLC.

 


BUDGETARY IMPACT

Funding for this project is approved within the FY18 Engineering Department General Fund Budget for Street Maintenance.


STAFF RECOMMENDATION

Staff recommends that City Council authorize the City Manager to execute an Annual Unit Price Contract for Pavement Markings with Road Master Striping, LLC for Pavement Markings in the estimated annual amount of $225,000.
