On December 19, 2017, the Planning and Zoning Commission voted 7 in favor (Commissioners Trahan, Platt Jr., Orr, Autrey, Hollingsworth, Metevier, and Ogrizovich) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

[The Gatherings at Twin Creeks - Senior Independent Living]




BACKGROUND

The property is generally located north of Bray Central Drive and west of Watters Road. The properties to the north are zoned Planned Development No. 108 Single-Family Residential. To the west, the property is zoned Planned Development No. 54 Multi-Family MF-18. To the south (across Bray Central Drive), the properties are zoned Planned Development No. 54 Single-Family Residential R-7. The property to the east (across Watters Road) is zoned Planned Development No. 108 Mixed-Use.

 

The property is currently zoned Planned Development No. 54, Multi-Family MF-18. The applicant is requesting to amend the development regulations and adopt a Concept Plan and Building Elevations for the property. The property will continue to allow for Senior Independent Living use and will be for people fifty-five years of age or older.

 

The proposed development is approximately 10.983± acres. The Concept Plan shows seven four-story buildings totaling approximately 121,296 square feet. There are 27 units per building which yields a total of 189 units (all two-bedroom units). All of the units are for-sale condominiums and will be owned by the residents. The gross density equates to 17.21 units/acre, which complies with standards of the Allen Land Development Code.

 

Screening for the property consists of an existing 6-foot ornamental metal fence, including 7-foot masonry columns, along the western side and a proposed 6-foot ornamental metal fence, including 7-foot masonry columns, along Bray Central Drive to the south and Watters Road to the east. An 8-foot masonry wall is planned to be built with the development to the north.

 

Approximately 2.59± acres of open space is provided on the site. An amenity center with a lap pool and a grill/dining area is also provided on the western side of the development. Other amenities which will be offered generally consist of a dog park and a bocce ball area. An 8-foot trail is proposed on the eastern side along Watters Road, which will connect to the proposed 8-foot trail planned with the development to the north. A 5-foot sidewalk is proposed on the southern side along Bray Central Drive. The developer is also requesting to abandon the 7.5-foot tree preservation easement deed restriction along the northern side of the property, which is supported by the Parks and Recreation Department.

 

There are a total of four access points into the development, all on Watters Road. Two of these access points include pervious concrete (e.g., Grasscrete) and roll-over curb and are for fire department/emergency access only. Parking is required at a ratio of 1.5 spaces/unit. The parking provided (consisting of surface parking and detached and attached garages) exceeds this requirement.

 

The primary building materials, shown on the Building Elevations, are brick, stone, with some cementitious board. Roof materials include both asphalt shingles and standing seam metal roofing.

 

The development regulations include design standards for the Planned Development, including re-establishing the Senior Independent Living use, requirements for the associated deed restrictions, and regulations related to the height, screening, setbacks, and parking.

 

The request has been reviewed by the Technical Review Committee and meets the requirements of the Allen Land Development Code.

 

On December 19, 2017, the Planning and Zoning Commission recommended approval of the request.
