The Ridgeview Crossing Development is required to install an 8" sanitary sewer line to provide sanitary sewer service to their proposed neighborhood development near Jenny Preston Elementary. This new sanitary sewer line will extend from the existing North Texas Municipal Water District pipeline at Cottonwood Creek to the northern boundary of the proposed development, including an aerial crossing over the creek. The City anticipates the eventual capacity generated from future adjacent developments will require the line to be increased to an 18" sanitary sewer line.

Staff is recommending a cost participation agreement where the City will fund the difference between the materials and labor cost for the construction of the 8" sanitary sewer line to the over-sized 18" sanitary sewer line. Doing this improvement now will avoid the need for future reconstruction of the sanitary sewer line when the capacity is needed. 

City participation will not exceed $88,467.75 and will be funded from Sewer Impact Fees.  This segment is described in the Capital Improvement Plan of the newly adopted impact fee study.  Payment will be made after completion and acceptance of the sanitary sewer line construction. 

Staff recommends that City Council authorize the City Manager to execute a Public Improvement Participation Agreement with Ridgeview Development d/b/a Ridgeview Home, LLC regarding Sanitary Sewer Improvements.
