The CAPER is a summary of the results and accomplishments of the programs funded through the CDBG Program for the 2016-2017 program year.  This report is required by HUD and reviews how the previous year's programs have implemented the goals established in the five-year Consolidated Plan and further refined in the Annual Action Plan.

The public hearing is an opportunity for citizens to comment on the report.  The draft CAPER was advertised in The Allen American and has been on the City's website for review and comment since November 9, 2017.  As of the date of drafting this report no comments have been received. Once the CAPER is approved by the City Council, it will be submitted to HUD for approval. 

Staff recommends adopting a Resolution authorizing submission of the 2016-2017 Comprehensive Annual Performance Evaluation Report to HUD.

I make a motion to adopt Resolution No. ________________________ approving the 2016-2017 Comprehensive Annual Performance Evaluation Report for the Community Development Block Grant program and authorizing submission to the U.S. Department of Housing and Urban Development.
