| | | | | | | | PREVIOUS COUNCIL ACTION: | On September 12, 2017, City Council authorized the City Manager to execute a contract with Mario Sinacola & Sons Excavating, Inc. in the amount of $4,431,950.60 for Ridgeview Drive (Cottonwood Creek to Chelsea Boulevard) Project.
On October 25, 2016, City Council authorized the City Manager to execute a Professional Service Contract with Dannenbaum Engineering in the amount of $484,550 for the Design of the Ridgeview Drive Paving and Drainage Improvements from Chelsea Boulevard to the West. |

| | | | | | | | BACKGROUND
Ridgeview Drive is a major arterial running parallel to SH 121 and represents a boundary between residential development and commercial use. Currently, the Ridgeview Drive (Cottonwood Creek to Chelsea Boulevard) project is under construction to complete four lanes of Ridgeview Drive from where it ends today (approximately 1100 feet east of Waters Road), a six-lane bridge across Cottonwood Creek, and four lanes from Cottonwood Creek to Chelsea Boulevard. This proposed agreement will insure the project is constructed with proper materials and methods by using an independent lab to perform specialty inspections and materials testing.
In 2013, Purchasing and Engineering teamed up to issue a Request for Qualifications for Engineering Professional Services. A total of 85 vendors submitted a Statement of Qualifications for thirteen various professional services. Qualified firms were considered for a maximum of two categories. All proposals submitted were evaluated based three categories: Firm Experience, Firm Description and Services, and References.
Based on review of the specific rating criteria, an evaluation committee prepared a short list of five qualified vendors for each category. Terracon Consultants, Inc. was awarded and included in the list of qualified vendors to provide Materials Testing Services to the City of Allen on an as needed basis for a term of five years.

The existing capital project budget is adequate for this expense, utilizing non-bond capital funds allocated for professional services.

Staff recommends that the City Council authorize the City Manager to execute an Agreement for Consulting Services with Terracon Consultants, Inc., for construction materials testing for the Ridgeview Drive (Cottonwood Creek to Chelsea Boulevard) Project in the amount of $68,385.
