On September 26, 2017, the City Council considered and tabled the request to amend Planned Development No. 45.

 

On October 10, 2017, the City Council considered and tabled the request to amend Planned Development No. 45.

BOARD / COMMISSION ACTION:

On September 5, 2017, the Planning and Zoning Commission voted five (Commissioners Trahan, Hollingsworth, Platt, Ogrizovich, and Orr) in favor and zero opposed to recommend approval of this request.

ACTION PROPOSED:

CONTINUED ITEM:  Conduct a Public Hearing and Adopt an Ordinance Amending the Planned Development No. 45 Zoning District to a Base Zoning of Shopping Center and to Adopt Development Regulations, a Concept Plan, Open Space Plan, Sub-Area Plan, Phasing Plan, Sign Plan, Fire Lane Plan, and Building Elevations for a 79± Acre Tract of Land Generally Located at the Southwest Corner of Stacy Road and US Highway 75. [Stacy Green - Mixed Use Development]




BACKGROUND

The property is currently zoned Planned Development PD No. 45 Corridor Commercial CC. The applicant is requesting to amend the Planned Development and change the base zoning to Shopping Center SC for a mixed-use development containing retail, restaurants, and urban residential uses.

The request has been tabled at two previous City Council meetings in order to provide additional information and modifications, specifically related to 1) the Chelsea Drive extension, 2) project phasing, and 3) Sub-Area 1, now proposed for townhome development.

The Concept Plan now includes five major areas: 1) pad sites with retail and restaurant along Stacy Road and US Highway 75; 2) floodplain along the western perimeter; 3) urban residential on the southwestern portion of the property; 4) townhomes on the western side of the transmission line easement; and 5) a mixed-use area within the center of the development.

Major modifications to the proposed development since presentation to, and recommendation from, the Planning and Zoning Commission include: 

 

  1. Chelsea Blvd. extension - Chelsea Blvd. is now shown as a public street built to collector standards.  This is reflected on the concept plan and described in the development regulations.  Since the last Council meeting, the developer has also provided an updated cross section.

  2. Sub-Area 1 - Townhomes - in the original proposal, Sub-area 1 was shown for Urban Residential development.  The request has been changed to show townhomes in this area.  Staff has met with the developer to further review this change, and is confident that townhomes can successfully be developed in this area.  However, completing design, review and consensus on the details of the townhome development (setbacks, lots sizes, street design, elevations, etc.) will take a longer period of time.  In order to achieve this, while at the same time allowing this project to go forward, it is being proposed that a concept plan for the townhome sub-area be submitted at a later date.  This concept plan would go through the standard TRC review, P&Z recommendation, and Council approval process. Section B in the attached development regulations details this requirement.

  3. Project Phasing - the developer is now proposing that all perimeter retail development, and all residential development, including the Urban Residential and Townhome areas, be included in the same phase - Phase II.  The center mixed-use area is now Phase III. Exhibit E in the attached ordinance shows the proposed phasing. 


On September 5, 2017, the Planning and Zoning Commission recommended approval of the original request.
