| | | | | | | | BACKGROUND
Each traffic signal in the City of Allen is operated by a "controller" that is housed in a galvanized metal cabinet, located near each signalized intersection. The controller is the programmable device that interfaces with all other hardware associated with the signal (radios, router, detection cameras, pedestrian buttons, red-yellow-green indications, back-up battery, etc.). For efficiency and reliability in maintenance, standardization of controllers throughout the network of signals is ideal. We have 63 signalized intersections throughout the city (including the signals we maintain for the Texas Department of Transportation).
Given the age and type of our current controllers, the Engineering Department identified the need to perform this upgrade during sub-committee discussions for the latest General Obligation Bond Election. This purchase represents the first step in the utilization of those funds, approved by the voters, for the signalized intersection improvement category of Streets & Drainage.
Upgrades in hardware and software will position the City to maximize the potential from current and emerging technologies in signal operation and traffic management. For example, near-term benefit from installing new controllers will come in the form of:
- Faster response to preemption (emergency vehicle detection) and faster recovery from that interruption to signal timing.
- Compatibility with newer components and emerging technologies.
- Enhanced capability for a variety of operations (i.e. additional timing plans and phases).
- Management software that is much improved and compliant with the latest communication standards (for interoperability between different controllers and software).
The Traffic Division of the Engineering Department will be installing this improved hardware in all 63 traffic signals with our own staff. This purchase also includes an inventory of extra controllers for installation in future traffic signals, to have in the service center shop for training and testing, and to satisfy the need for replacements should any of them require service.

The controllers will be purchased using Series 2017 General Obligation Bonds, already issued for Signalized Intersection Improvements, and will utilize the cooperative purchasing rate that has been established through H-GAC.
