Award Bid and Authorize the City Manager to Execute a Contract with RLM EarthCo Inc., for the Green Park Improvements Project in the Amount of $213,567.

PREVIOUS COUNCIL ACTION:

On June 13, 2017, Allen City Council authorized a contract with Game Time by Total Recreation Products, for the Replacement of Green Park Playground Equipment in the Amount of $302,542. 

ACTION PROPOSED:

Award Bid and Authorize the City Manager to Execute a Contract with RLM EarthCo Inc., for the Green Park Improvements Project in the Amount of $213,567.




BACKGROUND

The existing infrastructure at Green Park does not meet the standards set forth by the Americans with Disabilities Act (ADA).  With the replacement of the existing playground the city is required to improve the infrastructure around the new playground to comply with current ADA standards.

 

This contract includes infrastructure improvements which consist of an 8' wide recreational trail, various new sidewalks, and pedestrian plaza in the vicinity of the newly installed playground.  The contract also includes new site furnishings which meet or exceed the required ADA standards.

 

This work is contracted separately from the Green Park Playground Replacement because it benefitted the City of Allen financially to purchase the playground through the Buy-Board cooperative purchasing process.  The installation of the playground was included in the purchase price of the playground equipment.

 

The Purchasing Division received four (4) qualified responses and recommends awarding the bid to the lowest qualified bidder, RLM EarthCo Inc, with the base bid (NO alternates) price in the Green Park Improvements Bid. Staff anticipates completion of the project in December, 2017.

BUDGETARY IMPACT

Funding for the improvements to Green Park are included in Parks CIP and are comprised of Park Dedication Fees from the southwest quadrant.
STAFF RECOMMENDATION

Staff recommends the City Council authorize the City Manager to execute a contract with RLM EarthCo Inc., for the Green Park Improvements Project in the amount of $213,567.
