| | | | | | | | PREVIOUS COUNCIL ACTION: | On October 11, 2016, Allen City Council Authorized the City Manager to Execute a Contract with LanArc Design, Inc. in the Amount of $58,825 for Landscape Architectural Design Services for the Cottonwood Creek / Heritage Village Hike and Bike Trail Connection Project near the Allen Senior Recreation Center.
On June 14, 2016, Allen City Council adopted Resolution 3386-6-16(R) authorizing the City Manager to apply for a grant through the Collin County Parks and Open Space Funding Assistance Program for Construction of the Cottonwood Creek / Heritage Village Hike & Bike Trail Connection project. |

| | | | | | | | BACKGROUND
This contract is for construction of the Cottonwood Creek / Heritage Village Hike and Bike Trail Connection project which includes construction of a 12' hike and bike trail along Cottonwood Creek as well as a pedestrian bridge that will cross the creek tributary between the Allen Senior Recreation Center and the Hydrous Wakeboard facility.
This project is scheduled to commence on October 2, 2017 with an anticipated completion date in March 2018.
The trail connection to the Allen Senior Recreation Center provided through this contract will open opportunities for our senior citizens to enjoy convenient walking and bicycling routes within Allen Station Park and to the Allen Historic Water Station and 1874 Dam Historic Site. To the south of the Allen Senior Recreation Center, new trail passing under St Mary Drive will provide trail users access to Allen's architectural history at the Heritage Village.
Future developer-funded trail segments will complete Allen's Cottonwood Creek recreational trail corridor as identified in Allen's Consolidated Alternative Transportation and Recreation Trail Plan.
The Purchasing Division received two (2) bid responses on August 1, 2017. Staff believes it is in the best interest to award to the lowest and most qualified bidder, North Rock Construction, LLC, who met the specifications for this project for a total of $720,627.

These base bid items are supplemented with Alternate Bid items #1 through #5, which is detailed in the attached exhibit. Generally, the alternates include necessary enhancements to the project including wider trail segments and site amenities at the Allen Senior Recreation Center including a vegetable garden.

| | | | | | | | BUDGETARY IMPACT
This project is included in the current Parks and Recreation Department CIP Project, which includes $365,686 of CDC funding and $354,941 of Collin County Parks and Open Space reimbursable grant funding. The grant funds are based on a 50-50 commitment basis, requiring that the City contribute a matching fund that equals or exceeds the County's fund amount.
