The property is generally located at the northwest corner of Alma Drive and Exchange Parkway. The properties to the north are zoned Planned Development No. 53 Single Family Residential R-6. The properties to the west are zoned Planned Development No. 53 Shopping Center. To the south (across Exchange Parkway), the properties are zoned Planned Development PD No. 54 Single Family Residential. To the east (across Alma Drive), the properties are zoned Shopping Center.
The property is currently zoned Planned Development No. 53 Shopping Center. The applicant is requesting to amend the existing development regulations, and adopt a Concept Plan, Landscape Plan, and Building Elevations for a grocery store.
The property is approximately 5.501± acres. The Concept Plan shows a 35,962± square foot grocery store building. The truck dock loading area will be on the eastern side (the front) of the building. As such, berming and enhanced landscaping will be in place for screening as depicted on the Landscape Plan. The berming and enhanced landscaping is intended to prevent any direct line of sites from the street to the loading area and must not be visible from either Alma Drive or Exchange Parkway.
Parking and Landscaping meet ALDC standards. A 10' trail is proposed to continue along Exchange Parkway.
There are a total of four (4) access points into the property; one (1) access point on Exchange Parkway, two (2) access points on Alma Drive, and one (1) internal access point from the property the west through a Fire, Access, Drainage, and Utility Easement. A southbound right-turn lane on Alma Drive and the extension of a westbound deceleration lane on Exchange Parkway will be constructed to manage the traffic flow into the site.
The development regulations include provisions to accommodate the design of the site and include building setbacks, loading provisions, and street improvements for the grocery store.
The building will be one story with a maximum height of 29'. Primary building materials include brick, stucco, and glass.
The request has been reviewed by the Technical Review Committee.
On August 15, 2017, the Planning and Zoning Commission recommended approval of the request.
