PREVIOUS COUNCIL ACTION:

On November 8, 2011, the City Council Authorized the City Manager to Purchase Replacement Self-Contained Breathing Apparatus (SCBA) and Associated Minor Equipment.

ACTION PROPOSED:

Authorize the City Manager to Purchase Replacement Self-Contained Breathing Apparatus (SCBA) and Associated Equipment from Municipal Emergency Services, Inc., Motorola, Fire Innovations, LLC, Honeywell, Gear Cleaning Solutions, LLC, and Resolve Specialty Products, LLC, for a Total Amount of $675,322.




BACKGROUND

The current Self-Contained Breathing Apparatus (SCBA) have reached the end of their service life. The Allen Fire Department desires to purchase Scott Brand SCBA to maintain our interoperability with neighboring fire departments.

 

On September 23, 2013, a Master Price Agreement for Fire Turnouts and Fire Related Equipment was executed with Municipal Emergency Services, Inc.  by South Davis Metro Fire. South Davis Fire was acting as the lead agency for National Purchasing Partners Government (NPPGov).  NPPGov serves public and non-profit markets as a cooperative purchasing organization providing access to contracts created through an RFP process conducted by a lead public agency.  NPPGov includes two specialized programs for Fire Rescue GPO and Law Enforcement GPO.  NPPGov has extended the Master Price Agreement term with MSS through September 23, 2017.  The City of Allen will reference this contract through an interlocal agreement between both parties. Fire Innovations Escape/Ladder Belt and Bailout products are unique and are available only through Fire Innovations, LLC. A sole source letter has been provided. Equipment provided by Motorola is available to the City of Allen for purchase through the Houston Galveston Area Council Cooperative Purchasing Program, Contract EC07-16, effective through June 30, 2018.


BUDGETARY IMPACT

The SCBA purchase is programmed in the Vehicle and Equipment Replacement Fund and Fund 390.


STAFF RECOMMENDATION

Staff recommends that the City Council authorize the City Manager to purchase replacement Self-Contained Breathing Apparatus (SCBA) and Associated Equipment from Municipal Emergency Services, Inc., Motorola, Fire Innovations, LLC, Honeywell, Gear Cleaning Solutions, LLC, and Resolve Specialty Products, LLC, for a total amount of $675,322.

I make a motion to authorize the City Manager to purchase replacement Self-Contained Breathing Apparatus (SCBA) and Associated Equipment from Municipal Emergency Services, Inc., Motorola, Fire Innovations, LLC, Honeywell, Gear Cleaning Solutions, LLC, and Resolve Specialty Products, LLC, for a total amount of $675,322.
