| | | | | | | | BACKGROUND
In 2016, the City of Allen applied for and received partial funding to begin implementation of a body-worn camera system. The police department worked with staff from Information Technology to select body-worn cameras from WatchGuard Video. The department tested the body-worn cameras and believe that they meet and exceed the needs of the department.
The police department will also refresh its in-car video camera systems to work with the new body-worn cameras. The contract with WatchGuard includes one hundred (100) body-worn cameras with five (5) spare body worn cameras, fifty seven (57) in-car video camera systems, docking / charging stations, wireless data transfer equipment, redaction hardware and software, servers, hard drives, software and licensing.
The City of Allen will purchase Enforcement Video, LLC d/b/a WatchGuard Video product through an Interlocal Agreement with the Texas Department of Information Resources, Contract DIR-TSO-3371, contract term end date 12/22/2017 and Contract DIR-TSO-2556, contract term end date 5/9/2018.

| | | | | | | | BUDGETARY IMPACT
The purchase
of the WatchGuard Videos System (body-worn cameras and in-car video systems)
will funded through several sources including law enforcement grant funds,
police asset forfeitures and Bond Funds (GO Bonds,
Series 2010).

Staff recommends that the City Council authorize the City Manager to execute a contract with Enforcement Video, LLC d/b/a WatchGuard Video for the purchase of body-worn cameras, in-car video camera systems and the associated hardware, software and licensing in the amount of $362,798.
