Authorize the City Manager to Purchase Updated Hardware, Software, and System Enhancements for the NICE Digital Voice Recording System from Motorola through the Houston-Galveston Area Cooperative Purchasing Program in the Amount of $205,813.

ACTION PROPOSED:

Authorize the City Manager to Purchase Updated Hardware, Software, and System Enhancements for the NICE Digital Voice Recording System from Motorola through the Houston-Galveston Area Cooperative Purchasing Program in the Amount of $205,813.




BACKGROUND

The City of Allen records all incoming 9-1-1 calls, public safety communications administrative lines, and the majority of verbal communications on the police and fire radio systems. These recordings are crucial for accurate historical data related to police and fire department operations. Additionally, these recordings are often utilized in criminal court proceedings as evidence related to crimes that have occurred in Allen. The police and fire departments must have these recordings and our current system is approximately eight (8) years old and is considered "end of life."

 

The proposed system will refresh the computer hardware and software used for this system. Additionally, it will offer enhanced features and quality assurance as it will now record 9-1-1 text messaging and is designed to capture screen shots of the dispatching computers for review and compliance with policies and practices. The architecture of the new system allows for some system redundancy to ensure that the City of Allen is always recording.

BUDGETARY IMPACT

The purchase of the updated NICE Digital Voice Recording System will be funded through a special revenue account established by the PAWM Radio System. This special revenue  account (restricted for specific use) collects fees from radio system subscribers and is designated for the maintenance of the radio system including the NICE Digital Voice Recorder System. There is an annual software maintenance agreement currently in place that will continue into the future.


STAFF RECOMMENDATION

Staff recommends that the City Council authorize the City Manager to purchase updated hardware and software, along with system enhancements, for the NICE Digital Voice Recording System from Motorola through the Houston-Galveston Area Council  Cooperative Purchasing Program in the amount of $205,813.00.
