PREVIOUS COUNCIL ACTION:

On March 8, 2016, the City Council Approved the Initial Contract for Annual On-Call Concrete Repair and Trail Maintenance for an Amount of $300,000 with the Option for Two One-Year Renewals.

 

On November 8, 2016, the City Council Approved the City Manager to Amend the Contract with KT Contracting - Concrete Series, LLC, for the Annual On-Call Concrete Repair and Trail Maintenance Programs to an Estimated Annual Amount of $750,000:

  • Parks and Recreation - CDC Facility Maintenance - $150,000      
  • Community Services - General Fund and Drainage Fund - $600,000
ACTION PROPOSED:

Authorize the City Manager to Amend the Contract with KT Contracting - Concrete Series, LLC, for the Annual On-Call Concrete Repair and Trail Maintenance Programs by Increasing the Contract $50,000 to an Estimated Annual Amount of $800,000.




BACKGROUND

The initial contract with KT Contracting was authorized for an amount of $300,000 at the March 8, 2016 City Council meeting. This contract was designed to provide a contractor for the Annual On-Call Concrete Repair and Trail Maintenance program, which involves standard and emergency street, sidewalk, alley, and trail repairs throughout the City.

 

During the FY 2016-2017 budget process, City Council increased the funding available for concrete work to increase the City's ability to complete a higher volume of concrete repairs, including sidewalk repairs, which are cost shared with the property owner. KT Contracting had shown through their first several months of service on their existing contract that they were a reliable and proficient contractor. The original contract was based on unit pricing, and KT Contracting agreed to extend that same unit pricing if the contract was amended with a new, higher annual amount. Therefore, staff requested, and City Council approved an amendment to the original contract with KT Contracting to increase the contract to an estimated annual amount of $750,000 on November 8, 2016. The $750,000 contract was broken down into two parts: (1) Parks and Recreation Trail Maintenance in the amount of $150,000, and (2) Community Services street, sidewalk and alley maintenance in the amount of $600,000.

 

Parks and Recreation has identified a need to increase their portion of the contract with KT Contracting from $150,000 to $200,000 for ongoing trail repair and maintenance of the City's trail system. KT Contracting has continued to provide timely and effective service and is again willing to extend their current unit pricing to this amendment. The length of the contract will remain the same as the original contract term, effective through March 8, 2018, with the option for one remaining one-year renewal. This amendment increases the contract an additional $50,000 to a new total of $800,000. Parks and Recreation trail maintenance will increase from $150,000 to $200,000, while Community Services maintenance will remain at $600,000.


BUDGETARY IMPACT

Concrete repair is funded by the appropriate funding source as it relates to each specific project, as follows:

  • Parks and Recreation - CDC Facility Maintenance - $200,000      
  • Community Services - General Fund and Drainage Fund - $600,000

STAFF RECOMMENDATION

Staff recommends authorizing the City Manager to amend the contract with KT Contracting - Concrete Series, LLC, for the annual on-call concrete repair and trail maintenance programs by increasing the contract $50,000 to an estimated annual amount of $800,000.
