The approved 2016 Bond Program included the Library Phase II Expansion and Retrofit which proposes an additional 45,000 square feet of building space for collection, programming, meeting, seating, storage, patron study rooms, rest rooms, and staff work rooms; and also includes additional parking spaces. 

This proposed contract will be for design of the first phase of improving the Library facility by increasing the parking capacity by over 260 spaces.  City staff has saved some project cost by developing the schematic level plans in-house.  After staff receives approval of the schematic plans through the Technical Review Committee (TRC) process, the design consultant will begin to develop the detailed design drawings (including landscaping) to be used for bidding and construction. BW2 Engineers, in conjunction with Dave Baldwin, will provide support to the city staff through TRC and develop the final construction plan set. 

A schematic illustration is attached, subject to change as a result of further staff (TRC) review.

This project will be funded with funds reserved for Series 2017 GO Bond repayment.

Staff recommends that Council authorize the City Manager to execute a professional service contract with BW2 Engineers, Inc. in the amount of $54,775 for the design of the Allen Public Library Parking Lot Expansion Project.
