| | | | | | | | PREVIOUS COUNCIL ACTION: | On March 11, 2008, City Council ratified the purchase of a radio system replacement and upgrade.
On July 12, 2016, City Council passed an Ordinance No. 3403-7-16 authorizing the issuance of approximately $2 million in Tax Notes for the purpose of purchasing communication and technology equipment. The transaction was finalized on September 13, 2016 and the obligation will be repaid over the next three fiscal years (FY17-FY19). |

| | | | | | | | BACKGROUND
In 2013, Motorola Solutions gave notice to all subscribers
of an "intent to cancel notice" a list of radios that was about to be at end of
life. This notice included all of the portable radios that were being utilized
by the Allen Police Department and Community Services Department. The Fire Department already switched to the new APX series radios when the PAWM or Plano, Allen, Wylie and Murphy radio system went digital. This
notice also advised that all of the mobile radios used by Police, Fire and
Community Services would no longer be serviced. The Communications Center (base) radios were impacted as were the radios at each fire station, all of which need to be replaced. This decision by Motorola did
not only affect Allen but all radios on the PAWM (Plano Allen Wylie Murphy)
radio system. Additionally, the new radios will come with GPS and Wi-Fi capabilities unlike our existing radios.
Houston-Galveston
Area Council of Governments (H-GAC) is a nationwide, government procurement
service. H-GAC is a "Government-to-Government"
procurement service for States, State Agencies and Local Governments.
End Users become Members
of the H-GAC Cooperative Purchasing Program (HGACBuy) by executing an Inter-local Contract. HGACBuy, acting on behalf of
Members, has solicited competitive offerings for the
furnishing of products and/or services, as described elsewhere, which MAY be
purchased by Members
during the contract
term. The city will utilize the existing H-GAC contract with Motorola in order to take advantage of the competitive pricing offered within that contract.

The purchase of this equipment will be funding from the 2016 Tax Notes in the amount of $1,930,797.

Staff recommends that the City Council authorize the City Manager to execute the purchase of radio equipment through the Houston-Galveston Area Council of Governments (H-GAC) Cooperative Purchasing Agreement Program contractor, Motorola, in the amount of $1,930,797.
