The Rowlett Elevated Storage Tank and Stacy Ground Storage Reservoir (East) recently underwent routine annual inspections by Texas Tank Services on March 16, 2016. In the resulting report, both facilities were identified as needing internal and exterior recoating with NSF-approved epoxy paint.

Coating systems on steel structures will typically last 12 to 15 years. Rowlett Tower was last painted in 2001 and the Stacy Ground Storage Reservoir #2 was previously painted over 15 years ago. The Stacy Ground Storage Reservoir #1 was repainted in 2007.

The proposed contract with Birkhoff, Hendricks and Carter, LLP will further evaluate the tanks, produce design specifications for bid, assist in the administration of the construction contract for this project, and perform quality control testing on the new coating systems.

Additionally, through this contract the consultant will provide a complete hydraulic review of the pumps, electrical system and generators in the Stacy Road Pump Station. This professional assessment is being performed in order to identify future improvements that will need to be included in the next water/sewer rate study.

This project will be funded through unprogrammed water/sewer funds as well as FY17 tank and tower operating revenues outlined in the capital improvement program.

Staff recommends that Council authorize the City Manager to Execute a Contract with Birkhoff, Hendricks & Carter, L.L.P. in the Amount of $104,275 for professional engineering services related to the Rowlett Elevated Storage Tank, the Stacy Ground Storage Reservoir #2, and the Stacy Road Pump Station #1.
