| | | | | | | | BACKGROUND
On August 18, 2016, the Purchasing Division received bids to provide Litter Collection Services. Two-hundred and fifty (250) vendors were notified of the bidding and three (3) responses were received. Staff recommends awarding the contract to the lowest qualified bidder, Lawn Star Landscape. Based upon our past experiences, it appears that Lawn Star Landscape provided sufficient bid dollars in their pricing to cover all of the costs associated with the litter collection specifications. This bid represents a decrease in pricing of approximately $45,000 from the previous contract for a similar scope of work. Lawn Star has implemented several cost cutting efficiencies enabling them to offer more competitive pricing during this bid process. In addition, gas prices have decreased significantly since the last contract bid process and as the existing vendor, Lawn Star has experienced employees who are familiar with the property locations and their distinct requirements.
The litter contract is not a firm fixed-price contract, rather it establishes a fee per City-directed collection that the City may alter. For example, during US75 construction this litter collection activity was suspended, and that change saved the City approximately $11,980 in the FY15-16 budget. The US75 portion of the bid will be reinitiated as part of this new contract when construction on US75 is complete.
